What tales have you heard?

When you see this what comes to mind? There are a few stories out there about the meaning behind runners slung over a wire. Which one do you pass along? Or which one is passed along to you?

    I've lived in neighborhoods where these are slung across the wires. I "KNOW" what it means...And it's not good...AT ALL!!!
