Not bolts on a park bench but close. Someone else had guessed correctly but I guess with the recent blogger issues the answer is gone now.
They look like wet seed bombs to me.

They are rivets on a bridge at the Forks in Winnipeg. This was answered but then blogger went down and the answer disappeared.
